Takes off splice and terminal storage loops from route and usable reel length, adds routing allowance, and checks whether each splice point carries enough slack for restoration. On a 10 mi route, 600 ft of deliberate slack is about 1.1% of route length; another 80 ft can turn a class of cable cuts from a replacement section into one splice. Owner construction standards and the route as-built govern.

splice points = ceil(route/usable reel) - 1; total slack = splice points x splice slack + 2 x terminal slack; order = (route + slack)(1 + allowance).
