Per row: parse '<standard> <level 1-4> [major|supporting|additional]'. priority weight: major=3, supporting=2, additional=1 (Achieve the Core focus guidance). overall = sum(level * weight) / sum(weight). Letter band: 3.5+ A; 3.0+ B; 2.5+ C; 2.0+ D; below D F.
