Details, formula, and sources
Formula or tableLodging + M&IE looked up by state. GSA publishes per-diem by LOCALITY (county or city), not by state: there is one standard CONUS rate plus several hundred non-standard localities set above it. The bundled per-state values approximate standard CONUS, raised where a state is broadly above it (DC, NY, MA, HI and similar).
Source and editionGSA Federal Travel Regulation per-diem rates; the fiscal year is selected by date (FY2026 / FY2027). FY2026 (effective 2025-10-01): standard CONUS $110 lodging / $68 M&IE, through 2026-09-30. FY2027 (effective 2026-10-01): standard lodging $113, applied to the states carried at the standard rate. M&IE figures are the published tier values ($68 / $74 / $80 / $86 / $92), unchanged in FY2027.
