Manual premium = payroll/100 x class rate, actual = manual x EMR. $500k payroll, $8/$100, EMR 0.85 -> $40,000 manual, $34,000 modified ($6.80/$100), a $6,000 credit; a bad-safety EMR 1.15 -> $46,000, a $6,000 debit. A low EMR also unlocks bid lists. The rating bureau's EMR governs.
