Companion to voltage-imbalance.
Per-phase total = sum of single-leg circuits on phase. Imbalance % = (max - min) / mean × 100. Greedy swap suggestion: move heaviest single-leg circuit on the heaviest phase to the lightest phase if the projected imbalance is reduced.
